溫永勖牧師博士在華盛頓特區大都會區出生和長大。他擁有美國惠頓學院 (Wheaton College)、加拿大維真學院 (Regent College) 和英國愛丁堡大學學位；但也在美國戈登學院 (Gordon College)、以色列耶路撒冷大學學院 (Jerusalem University College)，和德國約翰內斯·古滕貝格-美因茨大學 (Johannes Gutenberg-Universität Mainz) 修習過課程。

在到蘇格蘭攻讀系統神學博士學位之前，溫老師在美國馬利蘭中華聖經教會全職牧會五年，並於2014年一月在該教會被按立為牧師。 他之前的事工經驗也包括在台灣花蓮志學福音中心從事大學生事工兩年。

溫老師與師母呂筱筠育有兩個可愛男孩。
